Download AMD OverDrive.
Find "Turbo Core Control" Button in Performace Control / Clock Voltage.
Disable / Uncheck Turbo Core.
If it helps you will have to disable boost mode in BIOS or do above whenever you want to play PUBG.

I have 8350, all the other games work great, but in PUBG somehow it overheats even in base stock boost. I checked it on MSI afterburner graphs. After disabling default overclock I have even smother game/fps/temps. This is one solution, maybe im right maybe not. Let him try it first.
I used to have a fx8120 overclocked to 4.5Ghz, turbo disabled and some games just simply didn't perform well with it even if they were optimized for multiple cores, I believe in some cases its down to the relatively small amount of cache per core. Some people claim to actually improve fx cpu performance for some workloads by disabling cores.
As DieMoss mentions your cpu could be getting too hot and throttling down at times to cool itself down. In my experience with AMD cpu's the motherboard manufactures by default tend to set the voltage a little higher than the minimum needed, it could be worth seeing if you can lower the cpu voltage slightly while still maintaining stablity to reduce heat.
Also if you haven't already overclock that FX they love being OC'd.
I upgraded to AM4 Ryzen 1600 while keeping my rx480 8gb and the cpu's made the world of difference to how smooth games run.
my computer does not have a heat problem. CPU Max 58 c :(
