It happens sometimes in solo when you drop for a car and another guy wants it too, both can enter in the car, thats bring a fun game right away! Happened to me like 3/4 times in solo.

The achievment does NOT state to team with the person in the car, it assumes you will try to kill them. If you take it to mean team then you deserve to be banned.

Stating he was "going to hide the evidence" probably didnt do him any favours, it implies he knew he was cheating and attempted to cover it up. Ban deserved.
