It's a little different than CSGO, in CS you shoot and pull the sights down a bit and it stays there. In PUBG you shoot and continuously pull down the sight (mouse that is).
As for ranged gun fights you have to compensate the distance with either setting your sight zeroing accordingly, PGUp and PGDown keys (doesn't work for all sights though) or using your sight indications, you can watch some youtube videos for that.

First and foremost if you are getting into fights within the first 5 minutes of the round and not hitting anyone at close range that is mostly the PUBG servers fault. The PUBG servers where never designed to perform with max player count. Considering that after 5 minutes, of a 40 minute game, each match only has 30-50 players. They where built to handle late game play and not the mad rush that occurs at the start of every round. So the longer the game progresses the better the server will perform and thus it will have better hit detection. You can counter this slightly with having a Beast of a PC that runs PUBG at 100+ FPS steady. Supposedly the last major patch increased the overall tick rate of the servers, however they still bog down for the first few minutes of the match.
As for aiming, there is a factor a lot of folks don't take into account. PUBG has a HUGE penalty for firing while moving. If you are walking/running/Jumping 90% of your shots are going to miss. Even if you are Aiming Down the Sights. The only exception to this is Shotguns. They all have the same exact spread whether running/jumping/falling off a building/hip firing/aiming down sights. It's always best with a shotgun to keep moving and just put the target in the middle of the circle from hip fire. So if you find anything other than a shotgun you need to be standing/crouching for a moment before you fire.
Also some guns do not like full auto. Mainly the AK and SCAR-L perform a little oddly at full auto. (Just my experience with them) The AK has very nice handling if you are stationary and crouched. But I can never get the SCAR-L to shoot straight unless its on Semi-Auto.
And last you have to be very accurate with your fire. The PUBG player hitboxes are very exact. And the head hitbox is slightly smaller than the head of the character. If they are wearing a helmet it does not make the head hitbox larger. You can actually shoot the edges of a helmet and not get headshots or damage the helmet. Also never shoot either the backpack or a weapon when an enemy is sideways in profile. They have no hitboxes. So unless you are going to hit a body part on the other side of a backpack or a weapon, do not aim for them.
I know it sounds counter intuitive but my advice when aiming in PUBG is to slow down and aim.
