As said, get a new GPU pref GTX 970++ and you'll be fine.
Your CPU while not the fastest it's ok to get you by, a new GPU is the best bet, 4GB+ for a budget the 1050 Ti 4GB will get you going, any higher GPU like 1060 or beyond you would start to need a better CPU.

and i have everything low on 1080p with high textures and high render distance and get 50+ fps on the desert map i get more but its has improved overtime.
Both of you have a way faster GPU than a GT 630 though, GT are not gaming cards really.

From Nvidia maybe a 750 ti, 760, 770, 960 970 ect
AMD maybe a older 7950, 280X or something.
His CPU and all the other crap is fine, get a better GPU 960 or 970+.
I'm running this game fine with Core 2 Quad 10 year old CPU combined with a 1050 Ti 4gb - runs like a charm. SSD + GPU + 8GB memory = Fine.
