Flare gun not working or do i not understand it?

i literally landed on a flare gun this round and took it, went on the street and shot it straight up above me.

the flare was a few minutes in the air and nothing happened. (i can not shoot it higher since i looked straight up)

is there any restriction? since i shot the flare gun before the first circle even appeared.
