Report a translation problem
The problem persisted, but something helped to make it a bit more tolerable:
First, disable HPET (High Precision Event Timer) from Windows GUI (not using CMD)
- From Windows Device Manager, go to system devices, and disable HPET from there
Then, in-game, enable Vsync (or frame cap limiter) to have some GPU and CPU usage % to spare
Now, I mainly have trouble driving around populated areas, and that's when stuttering hits me really bad. So the problem persists, but this solution made it a bit more tolerable on foot in the fields and woods
Also, if both the CPU and GPU usage drop whilst having low frame rate, probably the RAM is full. Disabling Steam Overlay helps a lot
Except I could play at stable 60 fps before recent updates
