My 1080 runs between 90-100% most of the time in game andvthe performance is excellent. Not sure why you would want to lower the usage of your gpu.....

Yes its normal, though the lobby seems to use far more resources that it needs. up to 5gb of gpu ram.
If it was not being used to it's NEAR full extent, then something is broken. If the game was using 100% of it, then there's a problem. If it was using not even 90%, then it's bad optimization that your CPU has to bail itself out of.
This is normal.
