Are you using display port cable for your monitor? Also set the refresh rate on the nvidia control panel?

Vsync caps to whatever your monitors refresh rate is and as OP already stated he has a 165hz screen. It's not Vsync.
Yes it does. VSync, or Vertical Sync, uses your CPU to sync up the frame output of your GPU with the refresh rate of your monitor. That means if your GPU is faster than 60fps, your CPU will make your GPU wait until the next frame is displayed on your monitor before drawing a new frame. This keeps your GPU from drawing frames in the middle of a monitor refresh, which causes screen tearing.
If his refresh rate is 165Hz, VSync would not limit to 60fps.
