May detect your files to be modified, and require you to change the files before playing/ban you. I'm not sure which; have you already gone into a game with it or did you just change it and are waiting for responses?
To be safe I'd say just put up with the lag.
And to answer your question yes, you can get banned even for modifying the config as far as i'm aware.

The reason I set the rest of the setting on very low,is because i do not want shadows and blurry effects on my display.I want clear view to see the peolpe before they see me. Do not set effcts,...higher than very low,is usless.

They didn't give a definite answer to this question which raises a lot of red flags. The quote "We do not ban people for doing that at the moment." Doesn't say they are or they are not doing that at the moment. They have stated changing any in-game files for any advantage will be considered a bannable offense due to their TOS (EULA) going off of Reddit AMAs would be a good idea if they answered the question at hand instead of an open ended statement.
Also any fps issues you have can be increased no matter what hardware you have, you just need to know how configure your PC settings to allow better performance instead of being at a stable status
