Turrning off this option In {Nvidia Control Panel{ will improve fps. {For nvidia GPU)
Go to Nvidia control panel (right click on desktop) -manage 3d setting global setting and turn of this if u have it on (OPTIMIZE FOR COMPUTE PERFORMANCE) ..

-let me know if that made it better on my steam profile.

my friend ran the game optimizer and it gave him tons more fps

Different thing, and "optimize for compute performance" is for cuda apps. It's a known bad idea to enable it while gaming.
