THERE ARE TWO OPTIONS TO APPLY FIRSTLY.
1- REINSTALL REDISTS. C++ 2013,2015 AND THEN 2017. OR TRY TO REPAIR THEM.
IF IT DOESN'T WORK
2-SEARCH FOR UPDATES ON WINDOWS. IF THERE IS ANY NEW, INSTALL THEM ALL. YES ALL. THAT'S HOW I FIXED THE PROBLEM. DO NOT TRY TO DOWNLOAD ANY DLL FILE FROM THE INTERNET BECAUSE NO ONE KNOWS WHERE THEY COME FROM. IF THESE TWO SOLUTIONS DONT FIX THE PROBLEM THEN APPLY THE UNTRUSTED ONES.

I did not have time to read through this whole thread, but I struggled with the same error and downloaded service packs to even the actual file which did not work.
I noticed that Microsoft Visual C++ 2017 was installed on my pc after i did a fresh installation of Windows 7. I then uninstalled 2017 and then I was able to install the 2015 version which kept on giving me an error when I tried to install it. If you have 2017 installed under programs and features, then give it a shot. Even if you have 2015 and 2017 installed. Remove both and reinstall 2015 only.
All of the best and if my solution was discussed already, then my bad people. Too many chats to read through.
