You know you think you're sounding logical when you say things like that but are actually totally ignorant to what should really happen. This vest like people said above is pretty rare, and according to the game, it's military grade armor. If you knew anything you might have heard that operators are trained to aim for the pelvis and legs if they know the target has hard body armor on.
This is because hard armor will stop multiple rounds before breaking or becoming compromised. If you wanted to actually be mad how about the Level 3 vest acts like a frying pan when you aim at the chest until it full breaks. That would actually be pretty realistic, but not very fun for gameplay.
That said, a level 3 vest in game will stop one or two extra bullets before you get killed/knocked out. This is working as intended and NOT what I would consider an issue with the game right now.
