Yeah it's your graphics card. That card does not support DirectX 11....
That thing is ancient. I'm surprised your PC even boots up.

Even if it did support DX11, you wouldn't even be able to run this game. It's too old of a card, and a very VERY underpowered card.

What version of the i7? What model of card did you order?

How much installed ram do you have? What is your processor? like, where it says "i7-XXXXX",
