Won't happen unless they implement one hell of a analytic system that check to make sure some specific kind of images aren't produced... or just hire a bunch of low-cost employee in some non-english foreign countries to do it at 3$/hour 18-20 hours a day to look at the hundreds if not thousands of tatoo images produced by the players.
And then, you got the "What would happen if someone submit TONS of unacceptable tattoos?" situation where it could end with bans and other problem like that... which in the end would simply turn into a flame war and destroy a part of the game's community.
