It appears to be installed correctly. Only thing I can think of is something is stopping Reshade from starting. Could be a missing file or possibly Battleye is stopping it. Battleye would give a popup as the game starts saying something like "Battleye has stopped Reshade" or something along those lines. If that's not happening, than it still sounds like something is wrong with the installation. I'd try re-downloading the Reshade installer, and starting fresh. But even that might not work.
This one works very well and are very user friendly. :) It's an installer. Just locate your PUBG folder and press a button.
As someone who uses reshade and who researched it thoroughly before install as to not get accidentally banned, I can say that Battleye does not stop it and that the devs condone the use of it (which you might already know).
Now, its hard to determine where you are at in the process, and even though I didn't have this problem I'm gonna take som wild guesses at solutions:
1. Pretty sure the keyboard shortcut is ctrl + F2
2. If there are no reshade folders or files in your directory the install is probably bad. Battleye should not be blocking installations (even though I doubt Battleye is the problem at all). If the installation is blocked, it must be due to something else. It can be a number of things such as not using proper admin privilige, anti-virus software etc. Short of keep trying to redownload and reinstall, only brute force googling is gonna help you here, as it would appear that you didn't get any suspiscious prompts during install.
Note that as you start the game up: if you see a text box at the top left of the screen while the game is loading in, that says something about reshade, the install should be good.
3. You might need to change the name of the .dll file (the d3d9.dll, and only this file). An issue I had was that as soon as I attempted to launch PUBG after my reshade install the game crashed. I had to change the name of the .dll file to "d3d11.dll" (without quotations obviously). Now, even though your game doesn't crash on startup (?) this might be a possible symptom of that issue.
That's what I have for you, try it out. And as a general reminder: If you do find a solution, post it here with detailed steps on how you solved the issue so any other poor bastard who has this problem can come here and find the answer :)
For me it gives options that improve visibility.
EDIT: nvm, 34 days since last vac ban. For someone who uses cheats I don't get how you have a hard time understanding how external software can help
