No they don't you take significantly less dmg getting hit in the legs, shoulders, arms or hips. Go watch some videos on how damage and armor works in this game.

Honestly it's so minor you may not always notice they shoot twice. I've used shadow play a few times because of "no way!" Moments only to find they had the gun on full also and actually fired 2 shots not 1
