Turning foliage down doesn't effect render distance, they made it fixed on one of the patches, it just increases mesh quality now, that's why low end PC's took a hit on the FPS.
Duely noted and you are correct but for some on lower end PCs it actually will have the appearance of te grass farther away seeming to dissapear and makes the players stand out more if they are prone in the grass
