As for RNG, yeah it can definitely suck if you and another person run into the same house and he finds a shotgun while you find a stun grenade, but you can largely avoid this by avoiding cities and other high loot areas. There's very much a risk vs reward thing going on there, and making all of the drops equal in all situations would take away from the tension in my opinion

No, you zero a weapon so that point of aim will be point of impact at a given distance.
that is called bullet drop and the precise reason we zero our weapons, to account for what bullet drop

No. Bullets rise to line of sight before they fall, bullet drop isn't the only variable.
