People are so dumb...
First thing first, restart Steam. And by that I mean a real restart. Some people keep their computer "on" (or on a similar status like hybernate) all the time. You need to restart once in a while. Most people with this issue manage to fix it just by restarting Steam.
Second, make sure your version of PUBG is not blocked by your firewall in one way or another. New versions mean new files for a good program so everytime there is a patch there is the possibility something get messed up.
Third, right-click on your PUBG in your libraby in Steam and select properties. Once there find the option to "verify the integrity of the game files". Steam will scan your installation to make sure something is not messed up.
Fourth, if nothing else work... Uninstall PUBG completely then try reinstalling again.
