Gtx 980 TI 6Gb low fps

Is there anything that I can do to play this game at almost max settings? Or still needs to be optimized?

PC Specs:

Graphics Card: Gtx 980 TI 6Gb
Processor: Intel Core I5 3570K 3.4Ghz
Motherboard: Asus P8H77-I
Ram: 8Gb
OS: Windows 10

Foliage - very low
Post-processing - very low
Shadows - medium
All other setting - Ultra
Average FPS - 60

Dude i have 1080gtx and it goes down past 10fps.

I play this game with average 40fps on UHD (3840 x 2160) ,i adjust some settings in the nvidia control panel and use this commands for launching -USEALLAVAILABLECORES -malloc=system.

Game settings:
Post-processing = High
texture = ultra
all other on very low and the game stil looks really good.

My System:

Intel Xeon 1230v3 (4.0Ghz voltage OC)
16GB Ram Corsair Vengance 1600Mhz
Samsung Pro SSD (game is installed there)
GTX 1070 OC (GPU Clock 2050Mhz, Mem Glock 4050Mhz x 2)

You have nice fps for someone who plays on UHD and with those settings.

this....nvidia cards (970 and up) need to be stressed to perform.

sry for offtopic, but did u really oc a xeon from 3.3 to 4.0 ? can u give me some hints how to do it?

this game is so cpu intensive i have the same cpu but im using 1060 3gb and it was pretty laggy in town like 40fps in avg with medium-high setting maybe they will fix it but if it dont, maybe we need to get new cpu tho :/

Yeah.. :/ nowadays the CPU is so much required but so expensive :(
