I noticed you're overclocking both your cpu and gpu while playing this game. Unless you're using a better cooling method than just stock fans, you should turn the OCs off
Download MSI afterburner and put fan speed to auto or user defined if your not running any fan speed adjustments it could be that your gpu is stuck at 40% happened to me a while back.
Also its a must using Afterburners overlay to show gpu temp/ultilization, cpu temp/utilization, fps, vram and ram while playing any EA game.
If you have got your gpu OC'd the game might perform better with the OC off I tested OC's with the game and it ran very hot but didn't get better performance from it. Best waiting till it is optimized for OC settings.
