You may want to get your hearing checked, cause that's hella loud.
Just because you don't like an answer doesn't mean you degrade someone for it.
But judging by your reply I'd not be surprised if you're a social reject.
So the dev's should caiter to you because where you live is noisy? Volume is fine for me. I keep my headphones around 65%.
My suggestion...live somewhere quieter, or buy better headphones.
So sounds to me as if the only way would be to increase the Windows volume in general. I know that there is an app for Mac OSX called "Boom" which can do that for OSX. To all the Windows specialists, is there a way to increase Windows' volume?

I found a solution to increase it without any apps, just from Windows.
Enter to audio mixer -> Headspeakers:

Go to "Enhancements", then check "Loudness Equalization"

This increase the general volume of Windows 10, and works fine for the game !
