edit : on the second case the guy could've been low health. tho i doubt that would be the case since he was camping the same spot for ages and had loads of meds on him, so he was most likely full health ( pointing this out before someone does )
Non-OHKO headshots are some of the things that make this game a cut above the rest. Hitting the head once with a lucky shot is not skillful, and not satisfying to receive. If you're good, you'll make that shot twice with automatic/semi automatic/whatever kind of firearms. Crossbow's another story altogether. Why it is even a thing is beyond me, but for ignoring realistic damage due to its difficulty of use, it's OHKO is fine.
What's more? What would be the point of helmets if they did buggerall?
If you are sniping in a close range firefight, you SHOULD be at a disadvantage, and that is just a fair thing to happen. Let's hope snipers NEVER become more powerful. Sniping at range, you already have the advantage of a single shot doing more than a rifle's, minimizing your exposure and noise footprint.
Bolt-action rifles are actually fine as they are right now. They DO NOT need any change what so ever. OHKO on the M24, and K98K against T1 or T2 helmets is fine. AWM, if you survive the box run, is an earned advantage. Kind of wish the M249 was actually useful to justify its box exclusivity as well.
