Why citisens does not move in to tenaments?
I build several tenaments next to shacks but still only around 40% of my tenaments max capisity is filled, at first i thought its because of rent but even after free housing poeple from shacks refuse to move, why is that?

I have a similar problem. I've tried to create a rich-people neighbourhood built up by mansions and condominiums. Upped the college-educated wages to 50, set the mansions' rent to just below of 1/3 of that. About 70% of the mansions became inhabited, and yet some rich people (even college-educated+college-educated family pairs) prefer to live in 1-rent tenements. Why do they prefer to get Housing quality of ~38 as opposed to ~110? It's not the money problem, I've calculated everything carefully.

Could it be distance to their jobs or marketplaces? That can stop people moving in.

Do you have garages scattered about that they can use?

Yeah i have garages all over the place, and also that alarm that pops up if i need a new garage.

Also it cannot be the distance because i usually just build on top of shacks destroying them :D

maybe it's bug.i saw empty slot too but when i checked in almanac it said no empty slot. you can check housing slot in almanac it show how many homeless and how many housing slot available

You can also manually destroy the shacks. See if they build new ones or go live in the tenements.
When a shack is built, check if the resident is jobless or not. People without jobs don't really care where they live.

I think the thing with tenements is because there is a "Can I afford it?" test before moving. 0 income probably means an automatic "no".

Regarding the condominumproblem, its because you are a filthy capitalist running dog.

These tropicans are obviously good communists and don't take more than they need. Give them an apartment with the free housing edict, comrade.

Well he mentioned he turned Free Housing on.
I tested social welfare. Works as well (you can do rent, still no shacks).

Do ^this - they will almost always move into a residential structure (if one's available) instead of building a new shack.
