Shanty Removed?

I'm sorry if this is covered somewhere, I wasn't able to find it. Shanty's DLC no longer appears to be accessible in the store. I already have her, so I can't tell if she's available elsewhere. Is she now part of the base game, is she included in the Season Pass, or has she been simply removed from purchase if you didn't already have her?
