Oleander is fine as she is. And in case you did not understand why teleport costs her a magic bar now, it's because it was becoming ridiculous. You could spam teleport as you wish.
If you know how to time it right, you can quickly gain magic by pressing D (it also works in mid-air) and then quickly block Velvet's attack. And then press D again and etc...
She's not broken. Just keep casting fel sparks like Velvet uses her icicles and snowflakes. And then look for an opportunity to gain magic. If characters like Arizona can still approach her, then Oleander can too. You just need to know how to.
But don't you think It would be good idea for Oleander to get one bar of magic if she hit by 3 consecutive ranged attacks?
No, that would be stupid. It would make things way too easy and then, reading the book would be pointless. Players would volontarily get hit 3 times just to approach the opponent, which would lead to Velvets getting hit in both cases because either they would stop using ranged attacks, allowing you to approach them, or they would keep trying to hit you, giving you a magic bar to approach them too. It would not really fair for the Velvets. At least, that's what I think.
Also, keep in mind that not all Velvets are that good. I am a Velvet-main and I have a bit of trouble remaining consistent with my icicles and keeping Oleander away. Most of the time being because Oleander would keep reading her book in mid-air, and sometimes my icicles would just miss her as she would position herself so that she would "dodge" it while reading the book.
Velvet cannot spam snowflakes eternally and it takes a bit of time for her to create icicles. You don't need the "3 hit by opponent = free magic bar" thing because, again, you just need to time your actions right. It's easier once you get it.
That would not help at all. If she cannot attack immediately after teleporting, then her teleport is useless except when teleporting away from the opponent, because then it would be easier for the opponent to punish her.
Players that abandon their current main to main a different character just because they don't like the changes and cannot get used to it kinda make me laugh. If you train real hard with Oleander, you can handle pretty much every situations. Training and patience pay off.
