What does 'JD' and 'JDG' mean and what does changing them entail
I was looking in the patch notes for the most recent update, and a lot of attacks (specifcally Velvet's icicles) had their JD values increased. Although I have a fair bit of experience with fighting games, I don't know what that entails, and I feel like it may be important? I even tried googling it but I couldn't find anything substantial. Anyone know?

JD is Juggle Decay, the little green bar under your health that fills up as you get hit. When it's full, further hits increase your gravity. JDG is Juggle Decay Gravity, or the amount of gravity gained from a hit after the JD bar is full. Here's a list from someone else's post with more details of what JD does:

-When the bar is filled, each hit increases the gravity on the opponent.
-The opponent also, if standing, immediately goes into an airborne state
-Hard knockdowns no longer apply on specials/normals that normally do a hard knockdown
-Super still give a hard knockdown if juggle decay is filled.
-Staggers are also shortened

JD = Juggle Decay. In this case it's refrerring to the amount the amount the move increases the JD bar, which is the bar below your health that when it fills up each hit will make the opponent heavier and heavier until they fall out of the combo.

JDG = Juggle Decay Gravity, it's the amount of heaviness that the hit adds to the opponent once the bar is full.

In practice (just based on testing and discussion so far) the changes appear to mostly be making some of Velvet's combos that involve icicles/shatter a bit tighter to do and/or reducing the overall damage slightly, since the opponent will be going into JD and potentially falling out earlier.
