Well, they aren't 100% the same, specially Tianhuo and Oleander, I feel like they aren't exactly like Rainbow Dash and Twilight.
Go back at January 2011 if not mistaken and see it for yourself
Velvet = Rarity
Oleander = Twilight Sparkle
Fluttershy = Pom
Tienhuo = Rainbow Dash
Paprika = Pinkie Pie
The original game had all of the ideas present in this game. They just repurposed those movesets for this.

None of them are exact.
Velvet is sort of a "Bayonetta-style sexually dominant supermodel" type, where Rarity was more of a fashion diva entrepenuer. Related, but not identical.
I think the similarities are mostly because large chunks of the animations and movesets are recycled directly from "Fighting is Magic". They just drew the new characters on top of the old ones, so in order for the moves to make sense, they had to have similarities between the characters' personalities.
That's not QUITE what happened. This is an entirely different game engine, after all, so nothing was recycled. The characters were rebuilt from scratch, and since it's a game engine that isn't stuck in the 90s, they were able to evolve the fighting styles into something a lot more special than they would have been. (For example, Pom is a proper puppetmaster, which wasn't possible in the previous game)
Even so, you're correct that they kept the general fighting styles of each character the same (just made them better), but I don't really see how one can connect fighting styles to character personalities. Oleander and Tianhuo are about as different as you can get from their previous selves, after all.
But it's where they got their inspiration from that's cool to think about. The other characters are just like their show counterparts. Which reminds me...
uhhhh Velvet is more "upperclass snob" than "Bayonetta-style sexually dominant supermodel" but that's my $0.02.
