There would be such a system that the countries themselves would express their desire for localization. For example, if a country wants to see its language in the game, it asks developers for permission, then collects money and does localization. That is, what would not the developer spend his time, but third-party companies.
That would be a dream becoming true and is also what i often tried to talk about in some of my old topics scattered trough various forums, in my country 99,99% of Movies imported get >DUBBED< in my language, but when it's matter of videogames seems noone care about, like if videogames market is considered as inferior to the ones of movies, while, i'm pretty sure that some dubbed movies here are seen by just 5% of population and some videogames that have no localization are bought and played by 20%.
Probably is something that should be discussed at level of politics like France did where they created a law that force games sold in France to be localized in French.
And ofc i'm not just talking of my country, every country in Europe should localize the games into their own mother language, not just for a commercial purpose, but also to defend and preserve our languages.
This way, always more people will learn english, that is a good thing, being the official world language, but many will slowly start losing your own origins that are binded to our past and so to our local languages.

Anglo-Saxon world and countries of its influence: USA, Canada, Mexico, EU, South Africa, Australia.
The Russian world and the countries of its influence: Russia, Belarus, Ukraine, Transcaucasia, Kazakhstan, the Baltic states, Central Asia.
The Arab world and the countries of its influence: Saudi Arabia, Turkey, Iran, Egypt, Arab League, North Africa.
