I wish I could pick admiral skills and upgrades in campaign
I say, the campaign feel downgrade from the first game due to this. Admiral themselves are nothing too. They're just an empty vessel. They have no level of their own, and for some bloody reason, their third upgrade is lock to the ship level they're in command. Heck, it is not even that interesting. It just +1 movement instead of something unique to the individual.

I feel your pain, mate. However, there are two workarounds for the fixed admiral skills. The first, and easier (but more tedious) solution is to save scum until you get an admiral with the combination of skills that you want. (Note that his starting flagship doesn't matter much, as you'll probably replace it anyway.)

The second is to hex-edit the save file so that your admiral will have the combination of skills that you desire. This is a more direct solution, but I haven't tried it. If you do try this method, be sure to back up your files first.

What I do is to take whoever available and usable enough until someone with the right combination of skill come up then axe the current one to replace with the better one. It feel wrong but the Emperor demanded it.

^As far as I know, the only way to get rid of an existing admiral is to have his ship destroyed in battle. Is that what you meant by 'axe the current one?' For the Imperial campaign, there aren't too many 'must have' skills for your admirals (although micro-warp drive for Imperial Navy and Astartes, and the rad-storm for Mechanicus are nice to have). However, for Necrons, you must have at least one admiral with Pyramidal Reconstruction, which makes the inability to choose your admiral's skills a bit irksome.

There is a guide posted on how to edit your save games to give your captains any skills desired. It's a little time consuming and easy to mess up, but doable. I tested the instructions in the guide and got it to work for one save game.

Yea, pretty much that. Transfer the admiral to a dingy LC and have him run head first into the enemy.

It is better to die for the Emperor than live for yourself :D.

The other upside to doing that is that you do still gain renown, especially if the enemy greatly outnumbers you, and you can see what ships you'll be facing (although with orks, it can be hard to tell on sight since they can bring a ludicrous number of line ships and most of them look pretty similar.)

You can reload the abilitys of the comader if you save before the Change of Comader even the Autosave work but this system is a Disater in my Opion. (So Skills are youst a Part of Luck or Times of reloding ...... wastet time) . You never get what you want .....

I know about the save/reload to reroll the skill but it disrupt the flow of the game so I went with axe the previous admiral if the better one roll out. Campaign as a whole seem downgrade. Sure we got more than one grand campaign but I feel like it wasn't worth it. The game mode also axe to the only two mode. I get it that majority of game mode ain't popular but that is for PvP section and not PvE. Sure I dislike Escort, and Data Recovery to gut but it is there to break the repetitive so it is fine for PvE.
