Ships stop following move orders?

Anyone else experience not being able to order their ships to move, save for using the enhanced move ability? I've played a few games as eldar, and sometimes my ships, save escorts, wouldn't follow move orders. This has happend a couple times and I don't know if it's a glitch, or there's some feature I'm missing? It's happend twice so far, once against Nurgle Chaos, and the other against Imperials.

I've heard you need to ungroup your ships, then hit the cancel order button, which is like J or something.
