In campaign, there is no beating the Emperor. It has all the utility you'll ever need, deal a good amount of damage (for a carrier), provide an intimidating amount of air craft coverage and keep your admiral safe for relatively low overall cost.
In 2v2 I'd argue that the Retribution beats them all, but you need to build around it, like taking Void Shield and MWJ for maximum impact torpedo salvos and surviveability in the thick. It's also the only BS of the IN which has a speed of 160, which gives it a distinct edge over the others.
Apocalypse sounds nice on paper, but the thing is, that it's just a big, flying piniata. You want a BS to tank damage, and yet it's more of a long range fire support, which can't even kite properly because it's incredibly slow and has very modest damage. It's also prone to be left behind by the rest of the fleet because of it, which makes it easy to isolate and take out. Its NC is highly situational. But the worst is: It costs only 22 points less than the far better Retribution.
Retribution got good balance of speed, firepower and durability.
Micro warp jumps very essential when using IN battleships.
And why is no one saying anything about Oberon? It has everything: good firepower defensive fighters screen and improved sensors. It is good choice to build your fleets around in campaign because it is so very multi-purpose.
The Apocalypse is... weird? It is nice and cheap (for a battleship), but seems to exist solely to smash modules from 18,000 while you go play with the rest of your fleet.
The Oberon does everything you want, half as well as you want. It has squadrons, it has nova cannons, it has lances, it has macrobatteries, it has extra sensor range, it has a trio of 3 DPS turrets (same DPS as a Battle barges bombardment cannon turrets) which are complete win. It's also the second most expensive ship in the fleet and has no focus what so ever.
The Emperor is an a slower, more expensive, slightly more shooty Exorcist. Bring it if you have extra points and like Squadrons.
In short;
The Retribution is a brick you throw at people.
The Apocalypse is a big ship that needs zero micro, just lock-on and auto-engage.
The Oberon is a toybox, for when you want to play with everything.
The Emperor is great, but the ship that bares his title is a heavily armed carrier.
Oberon is garbage, 2 hangars cant survive turret barrage, also suffers from Lunar problem - master of none.
Apoc is trash because lances are bad in current meta. And 9k lances is a joke.
Emperor is good but so ♥♥♥♥♥♥♥ slow, I would rather take that Grand Cruiser if I want 4 hangars.
Oberon is a frankenstein design. All three types of weapons on a broadside looks really odd.
Here it depends on your admirals skills. For Spire it ist the Ret for sure. +damage to the rams, +Torp speed and micro warp jump is a potent combo: jump to the side, fire torpedos, then all ahead full an ramming speed... kills almost everything.
So usually Ret>Emp>Apoc>Oberon
For Campain skip Battleships and go Grand Cruiser. If you count points vs armor/damage battleship fall behind hard. The other is the lower speed and turn rate (no "High Energy Turn"!!). This devalues torpedos and ramming. On top Grand Cruiser have the same bording strength as Battleships. Having more GC on the field means overall better/fast boarding. The tradeoff is only ~17% less hull points and a litle bit less crit resistant.
"Avenger" has the best raw damage and armor per point. You can field 3 of this monster for under 600 points. For nearly the same amount you can only bring 2 "Retribution" (612 points) with lower overall armor and damge (6000 vs 4800 hull and 96 vs 66 dps (without torps)). Biggest drawback is the lower range of 9k.
"Exorcist" is the best carrier of the navy. No need to bring a Emperor. Exorcist dps is higher too (24 vs 21 dps without torps) for 59 less points.
Let me preface this by saying the Avenger is my most favorite ship in the game. I use them on fleets in campaign that don't have fast burn torps.
Using one for Spire doesn't take advantage of the fact he is stuck with fast-burn torps from the start of the game. So as a caveat to the above nice post I'd just like to say it also depends on the Admiral.
For Spire I stick with Battlecruisers that have torps and spurs or I give him a Retribution battleship. He's not a bad hand with the Retribution thanks to Micro-warp jump skill making him a ninja ramming machine whenever it is off cooldown.
Rest of his fleet would also avoid Grand Cruisers because again, no torpedoes on any of the GC's.
Imp fleet has plenty of ships that can tailor fit whatever your admiral's skills are. Not taking advantage of admiral traits and skills with ships that synergize with them isn't the best idea.
