Chaos creating space stations when they shouldn't in campaign
So, I am doing the campaign, and I have the Chaos down to just the Fremas system in the beginning stages of the imperial campaign. My plan was to take the shipyards from them so they couldn't produce more ships to reinforce. Then I would build my systems up and before I lost due to the timer, I would attack and finish the objective, which from what I understand, completely resets the "emergency bar". However, they were able to build a space station there and build ships from that. I thought space stations could only be built in certain systems. So, I have 2 questions.

1. How did they build a space station? Does the AI cheat and build space stations even in systems that technically can't have one?

2. Just to make sure; does completing a full objective in the campaign reset the "emergency bar"?

Well, that completely screws my plan, and I probably lost this campaign playthrough now, because I don't have enough turns left to wear them down if they will just keep reinforcing. That sucks.

I however disable the emergency gauge from the start. I find no fun with it on.
