Upgrading Fleet Commander Vessels? How?

I cannot for the life of me figure out how to change the ships my fleet commanders are riding in...once you have access to LC, BC, etc etc...doesn't make sense to have your fleet commander riding around in a frigate(or whatever the second tier ship class is for each faction).

So how do you move your fleet commander to a bigger ship?

Buy another ship, select it, click "Promote to Flagship".

if you click on the ships in the fleet, it opens a detailed view of the ship, and if it is not your flagship, there is an option near the 'new ship' button to promote it to the flagship.
