is there a way to force this game to use a higher resolution in windowed mode?

for whatever reason the system campaign map only works in windowed mode, if i am in fullscreen or windowed boarderless it forces me to only see a small part of it and if i try to move it, it just flickers.

but the really huge problem is it only lists up to 1080p for the resolution which on my screen is tine and i can barely see it, i tried overiding it in the game ini file which usually works but not here, then i tried to see if i could do it with the nvidia control panel but sadly there wasn't a setting for it

That's either your computer or your graphics card, I have no issues with windowed borderless. Have you tried updating your graphic drivers?
