Report a translation problem
There has been a few issues with the tutorial steps.. eg; if you miss one, or don't do exactly what it says at the right time, it can cause issues.. (The usual suspect is the step where it tells you to select the enemy vessel, assign it a priority and target a specific subsystem... but if you kill the ship before doing those things, you'll never get the next step.)
Can you tell me where you are.. eg; is this the first 3 minutes of the prologue campaign? The first of the actual imperium campaign.. or..?
Pretty much, yeah. The mines blew up, everything behind me is dead, and my ship just flew slowly towards the other and kissed it. They never fired a shot. It was almost touching, as if the game wanted me to know that in the end, love would conquer all..
Heh sorry...I've gotten grumpy and intolerant of little "niggling" quality of life things in my games not working well...like a tutorial for first time players. Not so much a knock on the game as its presentation to newer players.
it.. fires a 'bomb' at you first, which you must use high energy turn to avoid.
Did you do the high energy turn? if not, that could be what's blocking your control.

Try restarting the mission. If it still doesn't work post a video, someone is sure to work out what's wrong.
But once I figured that out and followed the steps exactly as said at the top right of corner of the UI it worked fine. They even tell you which mouse button to press. But I also saw reports today that the UI can bug out on screenratios that are not 16:9, so could be that the right side is cut of and you don't see the tips.
And it could also be another rare bug where you ran into because of the locking system. So as bcasner50 said restart and see if that have solved it.
