Since most of us OFTEN despawn our vehicles to edit them or swap to another vehicle in a career game (speaking for myself, I do this a lot) I don't think the idea was really thought through, maybe. In order to build up "scaling" i.e. calcium/mineral deposits in the engine cooling system, I imagine you'd have to run the boat/whatever for several hours real-time without despawninf it at w workbench, so that it wouldn't become an annoying 'feature'
that would for example occur every 20 minutes or something crazy that you'd have to 'clean' or refresh the engine. Howeverr, I don't think I've read anyone say they noticed it go above 0% anywhere, or affect the engine performance.
Edit: Thinking about it some more, I am wondering if this kind of long term "wear and tear" on parts would be better suited to a game mode where you have limited parts inventory, so each block can be tracked and reused if you wanted to build something new, or had to pay for X new parts to get more of them (yes, we already auto pay for parts and fuel when we build our vehicles and spawn them, but we have infinite #of parts it seems), which again gets tracked individually. Then I can see maybe where even despawning and re spawning your boat (for example) you would run into engine coolant scaling, worn pistons, carbon/sludge build up, boat props getting dirty and needing to be cleaned periodically, or whatever being an issue.
Also, i think your idea for the new type of career would be great!
some mechanical component with a proper wearing wuold be so cool and will help with the feeling of owning your own boat/vehicle.
I sometimes feel it's a bit "cheaty" to simply repair any kind of damage for free and without effort (and also refueling but there are solutions for that)
"wearable" components could be just engines, screws, winches, and few more. i don't think constuction blocks should be limited or wearable.
