There are no tools in game for prying doors open or anything of that sort, so if you can't find a way to open the door then there is no real way to rescue that target (apart from doing something silly, such as lifting up the entire boat and dropping it to the nearest hospital). You get paid per person rescued, and per other objectives such as putting out fires.
The boats needing rescue in general don't have any fuel to offer their savior, because during the beta for 1.0 someone made rather significant money saving the fuel instead of saving the people. Since this obviously wasn't the intention, the choice was made to remove the fuel.
Rumor is you can drain the fuel of the AI ships roaming around the place, but i'd recommend toward disabling those to make the game overall perform better.

People can be replenished.
Fossil Fuels are finite. Save the fuel.
People are cheaper than fuel these days anyway.
