Overboard passengers mission

Hello guys. I'm facing this mission for the first time. There's this overbard passengers locaded in a quite big area (about 6 km diameter circle). I've run across it several times without seeing anything. Is there something I have to do to find them?

Wait until dark, it is easier to see the flashing light of the live jacket.

Thanks, whis helped a lot. I just started and I was wondering if the NPC has a limited time till he drowns, Or the strobe light would go off after some time when battery will be depleted.

Quick question that is related: did the mission start as a Boat Emergency inside that area until you got near to the boat, and then the mission updated to let you know about the people in the water? Reason I ask, because you can expect them to be fairly close to the boat they were in, although wind and waves will have an effect on the distance over time.

So, if you passed close enough to that boat to trigger the updated objectives but didn't see the boat, it's quite likely you'll be looking for a boat that's flipped over or sunk and thus harder to spot, let alone finding the people in the water.
