Similar to uranium ingots without the Industrial Frontier DLC. Without the DLC you need to mine uranium ore underwater(!) at the volcanic islands, ship it all the way to the arctic to convert it to uranium ingots and then back to your outpost in order to spawn fuel rods in a career game.
Having no way to make rocket fuel basically devalues the weapons DLC career playthroughs.
Needless to mention that career has been neglected ever since 1.0.
My guess is, that in career, the solid-rocket-things are spanwed empty, like the nuke-rods when no resources are within the workbench.
