The biggest problem regarding stormworks is the weak single core and weak 64 bit performance of the CPU. The low budget grafics card does not affect stormworks.

The host should be the computer with the best single core performance AND it should be dedicated (=runs the game server but does not play the game).
Your laptop can NOT handle hosting the game and having it played at the same time.
Your laptop is built for low power consumption but that kills performance.
That's what the "U" in the CPU stands for. It means it runs on extra low mhz for ultra power saving. BUT stormworks needs high mhz for high single core performance.
Same with the grafics card, max-q stands for low power consumption at the cost of performance.

Upgraded to a proper gaming PC and the difference is astounding.
Check your specs against system requirements. You can't play this game on your mom's laptop with a weak wifi connection and expect it to handle multiplayer like a game with dedicated servers.
Turn every setting down, especially physics detail. Be sure to update your drivers and check that they're updated regularly.
Minimize clutter. Don't spawn giant creations. It stinks, I know. I was there living laptop hell too man. Save up for a better rig long term and meet the games demands halfway in the mean time.

Also I highly daupt that a Asus Rog Zepheryus gaming laptop uses an intel U prozessor.
