The 3600 and 3700 is pretty equal so the game should run perfect on the ryzen 3600 cpu.

And regarding how many cores the game uses when my games runs i see 100% activity on 4 cpu cores and 25% on cpu 5 and the other i have is about 1-5%
Regarding the GPU its say the game recommend is a 750ti.. that is a rather old card now a days ( but a nice card though )
Just saying the game does not require much to run, so i can guess the problem is that you loaded some overcomplicated ship in the game and that make the fps drop so its not playable or you are playing multiplayer wich still need some optimization.
Also using allot of scripts, and especially scripts with errors slow down the game.
If you have problems with big things, you there is a new block in the game that reduce the amount of calculated physics.
Alternative check your computer cpu's temperature if its below 90c you are safe, but i recommend to be below 80.. ( ryzen runs hot and when it get hot it slows down)
I had the 3600 3600xt the 3900x and now the 5900x. ALL of the cpu's can run the game perfect.
Also keep in mind that ryzen cpu's love fast ram.. you need ram speed inbetween 3200mhz - 3400mhz for the best experience with ryzen cpu's.. NO there is not reason to buy faster ram that this and also no more than 32gb ram. 16gb is optimal.
CHECK you enabled XMP for your ram in bios and everything els should just be on auto..
Ryzen 3600 is not good for overclocking and it actual often do it better on its own.
I say this just in case. ( and load the default bios settings everytime you update bios )
For gpu i recommend something like a 2080rtx or larger... reason is its a good card and can run almost all games on max graphics AND you can get it cheaper used now that its no longer the latest thing..
But all in all it depend on the entire computer you have.

Check your Gfx drivers and any bios or windows updates just in case.
Do not overlap your lights. No graphics card can handle several overlapping lights because of how the amount of draw calls explode violently with them. There is nothing that can functionally be done about it from a coding standpoint.
No PC component would send off an alarm at 60c. Those are normal operating temperatures.
The temperature levels are from temperature probes in the products themselves, they aren't magic, and just report whatever they give out.
This is most true statement here. I at least get 60fps with 49 other players in Star Citizen 4k.
3 people in Stormworks and it "says 60fps" but it's slowwwwwwwww like running through water.
