There are 2 main methods of fire extinguishing:
Propelled nozzle-delivered jet of water.
Actually just dumping a huge load of water on the thing.

For the first, you need:
- A nozzle (preferrably one that can be aimed or adjusted, but it is not an absolute necessity, i.e. a helicopter can have a front-facing exhaust pipe and push it through that)
- Several small pumps or one or more large pumps to get the fluid pressurized
- A tank to store the fluid in (at least one medium tank is recommended, even if you're actively supplying the thing with seawater, it works as a buffer)
- A way to replenish that tank.

Basically all you need to do is to do the recommended piping, then toggle the pumps on for this method. Helicopters can have a longer hose dangling from them that reaches out to the water's surface so you don't have to scoop it up. Just be careful not to damage this part when putting out the fire.

For the second you need:
- At minimum, A Bambi bucket
- Preferrably: A large section of your aircraft (either helo or plane) that can be filled reasonably fast by scooping from an ocean / other large water source (a hose is far too slow for this), then you just fly over what you want to extinquish, and open the doors to that section.
