how to change weather? settings? sandbox?

i just want to make and boat and test it in different weather conditions, low wind and small wave, then low wind and big wave, then high wind and small wave, and then high wind and big wave, how do i change weather settings? is there a sandbox mode? i am i missing something obvious?

If you start a new game and choose creative mode instead of career, you can find controls for changing time of day and weather conditions on the pause menu.
