But ofcouse it could be i was unlucky since crates spawn randomly.
In my experience crates either float on water or lay on islands not below water.
But it could be in recent updates it was changed.
So you need a submarine or diving bell with lots of flood lights and have to search the wreck and the surrounding area. Because the chests drift at the sea floor with waves it's best to do the search in good weather conditions.
If you are a long time near the wreck while there are big waves this increases the chance for the chests to float away from the wreck.
And they are really heavy (probably to stop the drifting a bit). But makes it harder to bring them to the surface to open them if they are too deep for diving.
