Alright so what I'm seeing is a lot of open space in the underside of the ship.I would say to lower your engine room into the bottom of your ship. Your topside structures are large and weigh a lot causing your ship to roll to its side letting the heavy top sink and the lightweight and buoyant bottom float. Imagine a log with a large stone attached to one of its sides. The log will float in the water but it will always roll to allow the rock to sit lower in the water. This same principal applies to your ship.
Although I think the ship looks excellent! just configuring your design to utilizing the space within your hull is key to stabilizing your ship's roll. Lower your weight by moving your compartments should fix your problem.
