I think you'll find that in regards to buoyancy in-game (as in real life) it is rarely a simple answer. There are many ways to do it and it is something that needs constant attention to not only achieve but maintain.

That is one way that can make it more easy to build a stable sub and by the way require very little electronics.
One other way to hold still in the water at a special dept is to "cheat a little". example extend a cable below the sub and use the mag all and glue your sub to the terrain.. that way you can "hover" at a specific height while you go outside and work.
Els yes its possible to use some electronics to hold height ect..
I recommend to "study" this submarine and see how it did it.
