click fuel tank and select it to hold diesel..
On the engine itself notise there are several holes in it.
Select a pipe and hold it so you touch one of the holes, then you get some help text what hole is for what thing... example one hold is for air, one for fluit, one for diesel ect ect..

Did you find a way to trasnfer fluid in advanced mode with winches to other vehicles?
As far as I can tell, there is no way to spawn fuel ingame. My own plan was to build a custom base with a giant fuel tank, a winch and a fluid connector to refuel my boats, but didn't have time to do it yet.
The workaround for now is to respawn a ship (which can't be done in highest difficulty soooo... Let's hope the devs will add fuel stations soon.)
Building your own fuel tank is a better opinion. Much larger and it's not that hard. Build some sort of a tank, place a fuel port with a pump on it, additional you can put a fuel meter in it and the most important, a fluid spawner.
And boom! Your own tank.
I power on the fuel pump on tanker ANNNDDDDDD.... ZIPP nada, nothing.
The tank on my atv doesn't refil, what gives?!?!?
Found the answer in testing, you have to put a valve on so that the fuel tank can be isolated from the engine. Once I turned the valve to the engine off I was able to pump fuel into the tank.
