Campaing: you can only spawn them if you have the money to do so
also: let the mods "Download" before firing the game....
But also you will find a lot of the vehicles dont work properly either - some of the planes dont take off, some of the helicopters like the Chinook are very difficult to control (cant seem to turn them easily) and some of the massive ships slow down the game a lot.
It doesnt help that there isnt a standard keyboard commands list for the game either - half the objects use spurious key commands that you have to figure out by trial and error it seems. Would help if there were standard key shortcut commands for things like brakes, lights, etc
also in theory, you can download and use vehicles from alpha 1 that still works, it doesn't have anything to do with vehicle version in the workshop
it happens when you try to load a massive helicopter made in the hangar in the ship dock
or when devs modify the editor boundaries for the dock and hangar (it happened once)
well that is a must, mines at least have them in the desc
