What your asking is when will level designed content converge on steam? as long as mods sites and the makers say otherwise likely never. Best for new aspiring map designers to think about releasing on steam because mod sites just arent helpful in the long run and their run by ads, steam isnt.

If you want something "modded" in game, then mod it.
There's plenty of tutorials for making story mods, even by the kind chaps over at Frictional Games & Moddb users to name a couple (check your supersecret archive for more bits too)
the fact that in the time its taken you to whine about this you could've installed multiple custom stories proves you're a ♥♥♥♥

Anyhow, you know the options, either use sites that have been around for years or make your own.
